points are located behind the flywheel. you have to remove the recoil then you can inspect and adjust the points through the inspection ports in the flywheel. I find it easier to remove the motor for point replacement since it's easier with it on a bench. point gap will be between .014-.018.
Have you checked for spark? are you getting fuel? was it running recently?

you will need a harmonic balancer or other three way pulley to remove the flywheel. once you remove the flywheel, breaker cam and spring the points are right there. you will need a 7/32 wrench to undo the two wires attached to each point and the points are held in with one phillips screw. once you remove and replace the points install the breaker cam back on the crank and rotate. now you need to set the point gap to .014-.018. with point gap set reinstall the spring then breaker cam. with the keyway at 12 o'clock reinstall the flywheel with the advance mechanism at the 7-8 o'clock position and make sure it engages the breaker cam. you can validate this with your index finger through the inspection port. finish reassembly and enjoy!
It is possible to use an emery board to clean and readjust the old ones but if 6 dollars isn't going to break the bank then just replace them.
