Olympique Skidoo Tilotson Carb Trouble again!

hi board i have a old Skidoo Olympique it has a single cylinder motor
with a Tilotson carb on it.I have spent many hours on this sled
I rebuilt the motor new rings and piston and gaskets and the works!!
But it seems this carb is just not right!
It starts up fine with the choke on like normal.
But i CAN NOT DOO!!no Matter what i try to get this motor to IDLE!
PLEASE if Anyone here might no what i should be looking at in this SWINE of carb
or is this gonna be a MIKUNI SWAP OUT ?

One other thing is this carb only has one Mixture screw to set the other is a fixed cap setting!

Im STUMPED HELP!!

i would try looking for any air leaks ect in lines make sure the bowl filter is tight to.
if not i guess try cleaning it out one more time..
